We need to rename Users to People, some of the reasons are outlined in the http://www.d7ux.org/information-architecture-strategies/ . But most prominently because People will house more then just users, but also user related occasions for example people attending an event.

People: Similar to Content, this section allows you to Add/Edit and Find People on the site. I think Bojhan meant #538526: Top level "Users" to top level "People" in admin.

actually this is very confuse me.
event participants, group members ...... they are not Users ?

it will be a new drupal terminology.
