Access Calais: This controls access to the Calais tab when viewing a node. Basically if you can modify/select Calais tags or not. Typically this is for administrators/editors but not regular site users. So typically not for authenticated or anonymous users.

Access Calais RDF: This controls whether the auto-discovery link for the Calais RDF of your node is placed in the [head] section of your node detail page or not. If you are exposing the Calais RDF you'd typically want this for all users (even anonymous)
