On the heels of #546048: D7UX IA: move maintenance mode setting to config/development (which established the Development category under Configuration and Modules) and based on distilled previous discussions from http://drupal.org/node/510110#comment-1775066 here is a simple patch to move the existing development item (simpletest) to the development area under configuration and modules and remove the top level container.
