Date adds one hour to the end time

I'm using Date and Date Repeat API in an "event" content type. When I save an event with or without Date Repeat information, the To date in the Date/Time portion gets 1 hour added to what it was intended to be.

Here are the two different entries and outcomes:

From Date: 09/15/2009, Time: 4:00pm
To Date: 11/03/2009, Time: 4:45pm

Output: Start date is correct but the To Date will save as 5:45pm

This happens when the start and end date span through a day where Daylight Savings time happens. I have looked at other articles but there are not really any answers. This is the only other article I've seen http://drupal.org/node/377750.
