IS it somehow possible to allow every user to create only one ticket except other specified by the administrator?

Not at this time. Moving into a postponed state until someone contributes a patch.

Can you give a use case example of why this might be a useful future?

I'm using the support ticket system as a communication system for our patients with physicians in order to give them online support. It would be a lot easier for our physicians to communicate with the patients if every patient can only create one ticket.
