Site-wide contact page breaks if only one category configured

On a fresh install of Drupal 4.7.0-rc1 today, the contact site-wide contact page worked properly when not-yet configured, and when more than one category was configured, but when only one catgory was configured, a blank page resulted. PHP log contained the following error:
