allow new terms to specific roles only

hi again.

I would love to see the option to allow only specific roles to add terms to a taxonomy. Currently I have a very well structured 2500+ term taxonomy tree - and I would like to allow registred users to use it, but only admins should be allowed to expand it... Is this already today possible through a combination of differnet modules?
