This is very strange indeed. And, I do believe it was working before. But, currently, I have a signup block for newsletters that I've marked as being shown only to anonymous users. In addition, anonymous users have the "subscribe to newsletters" permission. Nevertheless, the signup block will NOT display for anonymous users.

I tried giving the permission to authenticated users as well. They can not see the block (even after allowing authenticated users in the block) either. Only user #1 can see the block.

Totally dumbfounded by this. Any ideas on what to do to troubleshoot?
