Anonymous Votes Are Not Recorded

Users are asked to vote for up to seven items out of a field of 13. Anonymous users are allowed to vote and can see the options. The followup text confirms that the vote is "recorded" but it doesn't appear in the database, and the IP address is still allowed to vote. The web site address is http://renovatedsm.com/node/494 and I would appreciate any help you can give because the voting is live and I fear I am losing a lot of votes because of this.

I have enabled anonymous user role to "view decisions" and "vote on decisions".
