How to give "Sticky at top of lists" permission to a blogger?

I cannot find where in /permissions this can be done. Currently only admin can do it. Thanks!

I think the Override Node Options module will let you set that.

Or just create a custom CCK field called 'sticky node' or so and sort your Views based on this field.

I have taken the "Override Node Options" advice and it works fine.
