The RIAT project page was created May 24, 2009, has no actually release and points you elsewhere for the code. I thought this not allowed.

eclipsegc commentedMy bad, I'll try to post at least a dev version here shortly. (was just trying out github)
avpadernoIf you host a project in Drupal.org, then all the development is supposed to be done in Drupal.org.
Actually, using the Drupal.org CVS offer the vantage that Drupal-powered sites are warned when there is an update of the modules/themes.
gregglesLet's not get extreme. There are many projects where development happens elsewhere and code is periodically migrated. It should happen for releases and beyond that is up to the developer.
eclipsegc commentedYeah, well I do have code in the repository. And fairly recent code too, but there are no releases, because I don't really want people downloading it yet. Otherwise they need to check it out of CVS. However I've had a few people ask for a release, and github was sort of my compromise there. And yes, there are LOTS of projects that get developed to some extent outside of the drupal.org infrastructure, and just get committed/released as the developer deems necessary.
Bottom line: I'll make a release shortly to end the dispute. :-)

avpadernoThe keyword in what greggles said is ; this means is not enough to create a development release just to have the project listed in Drupal.
It's not clear why to have a link to a place where to download the theme from third-party site, if the maintainer does not want people to use his theme (see the last comment made by the maintainer).
avpadernoI am changing the title to be less generic. I am marking this report as fixed; if anybody thinks the link to third-party site should be removed, please feel free to re-open the issue.
dave reidIt's not a theme. And there's no problem with this as long as there's periodical updates to d.org for people to download. I know EclipseGc is putting a lot of work into this.
Won't fix is appropriate here.
