menu/navigation drag-n-drop feature not working

I'm currently having problems with accessing the menus/navigation section of the admin area. I currently have these modules installed:
Gallery2 integration
Webform & Webform Block
Projects /To-Do list
Panels
CCK
Views
At first I was just getting a blank screen until I disabled a couple modules: ImageCache, Image Gallery, Image Import. After I disabled them I was able to get the screen, but not the drag and drop features of each menu item. After the description text of the Navigation menu page it is just blank, where the drag and drop of menu item features and option should be.
What I had to do to edit the menu items is to change the template back to the default Garland and then make my changes, then switch it back to the Blackout default theme.
