Could it be same field or it must be two different? one for OS and one for Other?

ps: I'd like to make a dropdown select from terms and with an other option that can trigger an input text field for new term. do you know any solution?

It's two different fields.
If you want dynamic tagging with taxonomy, I think there is a module for that, buy I can't remember the name now, sorry.
