Weblinks unclassified block not visible

I have marked this as a support request because I am not sure if there is something I have done wrong.

I have several weblinks blocks visible on the sidebar and they have been working fine until around the time of the 2.2 version update. I cannot be certain of the time but it was around that time. I am using the most recent dev version and have tried version 2.3 with no resolution.

My other blocks continue to behave normally but the unclassified block does not display to users. It is present on the admin/build/blocks page and I can configure it as usual but it does not show up.

I have disabled the weblinks blocks submodule, uninstalled it and then reenabled it. I have configured the blocks to show again, but the unclassified block is still not visible. I am stumped as to how to get this block to show again. Any help would be appreciated.

Out of curiosity I tried another standard block, the weblinks random block and it displays fine.
