I'm only using image.module, not imagecache. I have checked this module's "Hook into image module" checkbox but I still can't crop images.

how can I use it without imagecache?

You can not use this module without Imagecache. The whole purpose of the module is to adjust the a crop that are applied as part of an imagecache preset.
