Emails on role changes and revocations.

Description
When a users role changes (from viewer to editor or vice versa) there is no email that is sent out about the update. This is the case as well for when a users role is revoked.

Here is the patch that satisfies this issue. I am realizing now however that this and #615250: Wording change dynamically "a" vs "an" are going to have to get re-rolled once #325572: Unable to send e-mail. Please contact the site admin, if the problem persists. gets applied.
