In the past I built links pages with CCK and views. I could sort and group the links by the taxonomy term.

I noticed that I can use taxonomy with Web Links. Is sorting by Taxonomy possible on the /weblinks page?

Can taxonomy terms just be used for the groups or do I need to make group AND taxonomy terms?

Groups are taxonomy terms. Whatever you can do with them should be fine with Web Links.
