will be possible add an operation that reply to webform sender?

reply could be a form with a textarea field, and the result will our reply and after his webform data

then, our responses to this webforms results could be marked in red colour for example...,
and in db two fields: sent and recieved...

this is similar to a Help Desk..., no?

what do you thing?

or are there a module that do that?

Webform is not intended for this purpose. If you want to have a message/reply system, I'd suggest Private Message module. If you want issue tracking, you should use Project module (which powers the issue system on Drupal.org, including this page).
