Transparent png in internet explorer / No Internet explorer Options

Description
In internet explorer I am seeing black backgrounds during fade transitions. Seems to look good in all other browsers. Note: these images are transparent png's

Try adjusting the values under Internet Explorer in the settings page.

well I seen that and I want to however all it shows is the title, there are no settings below it and it does nothing when clicked?

What browser is the no IE options? Is there a javascript error?
