Menu language setting ignored

Hi,
The menu appears based on the language of the linked node and not the setting of the menus language at menus admin.
I might be missing something, but this way I can not create a multi language site.
If I set the menu to english it should not appear when the site is hungarian regardless of the language of the linked node where the menu points to.
