theoretically that reset button is not necessary, because just going to admin/plugin_manager/search I can delete the Instal queues, but I just have deleted them at least 1-2 time and then I found them again into admin/plugin_manager/install and when I have more of a module to install I never receivethe answer that is all right and also if look to be all right, receiving a page not found, I'm scary that some files are not uploaded and I uploa modules by han, in my situation I'mobligated to wait that plugin manager will be updated, because I have 5 instal queues, anyway i have deleted them another time, hping that it will be the last time.
Plus also if a day this will work, I suggest from thsi page admin/plugin_manager/install to go on this page admin/plugin_manager/search if we want to install less modules, and to oblige or to add possibility to instal only on module per time or less of the total.
