In addition to any level and deepest level, would it be hard to have a specified level option?
Use case: a vocabulary listing country/region/municipality/town must be used in different contexts, with different level.

It's possible, yes. It doesn't require changes to HS itself, but to HS Taxonomy. HS Content Taxonomy supports this.
This will be postponed to HS 4.
