Remove maximum score field from long and short answer questions

With 4.x you now set score per question directly on the quiz(es) they belong to, and not when you create the question. However, the old behaviour (setting a max score when you create the question) is still present for the long answer and short answer question types. It should be removed so there's only one consistent way of handling this in quiz.
