The newsletter subscription block currently shows for users that are unsubscribed and users that are subscribed.

For users that are already subscribed, it is a waste of space. Plus, we don't want to be asking those users to unsubscribe. They can already unsubscribe via a link in the newsletter emails sent to them and in their account settings anyways.

It would be best to show the newsletter subscription block only to users that haven't yet subscribed.

For this purpose the block template has a $subscribed variable.
