If not, the blocks are sort of static. Unless they can be cloned or args can be passed to them, they don't satisfy the needs of a multi-user site with flickr.

Check out http://drupal.org/project/bean_flickr. With this, you can create several blocks and set for each blocks how you want to sue them (search on tags, fulltext or automatically by searching on a related taxonomy term)
