If the node is tagged with a term that is in the Web Links vocabulary, the block will get triggered.

jonathan1055 commentedNancy is correct and I have just tested this. If a non-weblinks node is tagged with a weblinks vocab term then the related block will be triggered. There is a bug in 6.x which means that for the block config option Block contains related "Don't show block" will never show the block, so you need to select one of the other two options. But the block does work with non-weblinks nodes as required.
For reference, the "Don't show block" option has been fixed in weblinks 7.x #2388053: Related Links block does not work in D7
