i am getting stuck in how to create a group, in group page, it displaying 3 tabs,

Groups, My groups and Group activity,

please tell me how to create a group?

did you enable the organic groups block? As previously discussed here: http://drupal.org/node/644450#comment-2311222

to get a better idea of how organic groups work, see groups.drupal.org which is using the organic groups module.
