Editing a revision from the Revisions tab sets that revision to current on save

Expected behavior:
* Create a node and save (published)
* Edit the node and save a revision
* Click revision tab and select the revision (by date/time)
* Click Edit Revision
* Make changes and save
* That revision is updated to include the latest changes, but is still in moderation

Actual Behavior - The revision that was edited becomes the current revision when it is saved
