Maybe I'm missing something, but it would seem that this isn't ideal?

Alright, so I disabled the comment on the multichoice question type, and that seemed to solve it, but under the reference tab, comments still show up under the listing of the quiz that the question is part of. I thought that disabling comments for all quiz-related content types would remove this, but it still remains. It seems that the comment link redirects to a form that creates comments for the quiz node itself (not the question), which shouldn't be available with the quiz content type settings.

Is this intentional?

Thanks for the report! This is not intentional, and we are going to fix it

Fixed(comments on quiz nodes are disabled by default, reference tab has been removed since the add to quiz on the node forms provide the same info. I don't see any important use cases for the reference tab anymore)
