You can see that the "Khmer" link in the block is different than the "Khmer" link inline with the content. The "Khmer" link in the content section works fine - but if you click the "Khmer" link in the "Languages" block - it loads Khmer as the interface language - but the content is still in English.

Did I do something wrong?

I think you want the translation block rather than the i18n block.

Give that a try and let us know if it works for you.
