The description says "You can only enable Save as Draft once a node has been saved, therefore the Save as Draft checkbox is disabled on node creation"

So how can a user create a 'draft article for a future post/moderation'? The user has to save a first version of the article, which would then be either published or sent for moderation. So the user cannot keep the first version of the article from being made public, but he can prevent later revisions from going public. I may have misunderstood this correctly, but is this what this module going to do? Thanks.

your understanding is correct. You can use the Published checkbox for creating content that is not visible, I use http://drupal.org/project/override_node_options to enable just the published checkbox without having to allow administer nodes...
