Japanese group maintainer refusing access. Holding up other module translations

I'm writing about a problem with the maintainer of the Japanese translation group. Someone is trying to submit a *huge* set of Japanese translations for the Ubercart module and my understanding is that maintainer of the Japanese group is refusing to give access.

Many people are eagerly awaiting the Ubercart translations and I can't understand why the maintainer is refusing to grant access. The only thing stopping Drupal/Ubercart from being a bit hit in Japan is the lack of a translation.
