themeable blocks

I really hate the block output, it's ugly and cluttered and takes up way too much space. And digging around in the code really didn't help, it just made me more frustrated, since things are printed and themed and outputted in all sorts of different places.

There really needs to be theme support here, as well as custom block configurations (or a block theme). Printing the same thing in the node and the block is NOT a viable solution.

If someone could help me out in the meantime, here's what I want:
