According to menu_local_tasks found in include/menu.inc Drupal does 'not display single tabs'.
A search of issues reveals http://drupal.org/node/132226 wherein this design or policy may have been introduced in order to resolve a bug.

Is it possible to review this design with the possibility of permitting single tabs? Is this still the design in Drupal 7? Can this behavior be overridden by an API?
