I have search around the module database. I coudn't find a module which doing this. the simplest so far is the best one for the community. is possible to add this function into simplenews ?

just like most of the email marketing program. each user has the ability to add their own mailing list into their account, and then they can send email newsletter out to their own mailing list .

I have no intention to build this into simplenews. There is a request in the issue queue for OG support, this is perhaps related.
