I had both the fee inactive and the conditional action was also disabled that added the fee and yet the fee was still being added. From what I understand I should be able to deactivate a fee and it will not apply. Marking as critical because this can really mess you up on your site by adding fees you thought were inactive.

I'm unable to reproduce this. If I uncheck the 'active' box in the fee's configuration page (e.g. /admin/store/fees/5/edit), the fee is no longer applied. Please upgrade to the latest -dev version of the module and try exactly that.

Sorry, but I already discontinued using this module because of this very issue and that there was no response from the maintainer within a reasonable time. I may try this out in a dev server to reconfirm it but I don't any time right now.
