Automatic language recognition

I am building my first Drupal powered site and it is one with content in 3 langages. The questions I have are:
1) Is there any module that handles well a inline secondary menu such as "italian | english | deutsch" in the right column of a three columns layout?
2) Is there a way to make the homepage to be loaded in German if the user is located in Germany, in Italian if based in Italy, in English if based everywhere else in the world? A module or technique that can be used? Of course this would need to still allow the user to switch languages if he/she chooses so, but as default the pages should be determined as above (I am talking about the content, not the translation of the Drupal admin area, for which I found details).
