Actually users can set the number of items displayed in the sidebar block even though they do not have permission to accept tickets. For example if there is a user group which is only allowed to submit tickets these group members can set this option.

Maybe it would be better if only users to whom todos can be assigned are able to set this option.
I've made a quick patch that accomplishs this (see attachment).

Alternative there could be a new permission like "Allow setting number of items in sidebar block".
