Put "Internationalization tests" module in "Development" package

The "Internationalization tests" module declares itself to be in the "Devel" package, which, on the module select page, is causing a new "Devel" category to be created (and populated with one single module) right next to the pre-existing "Development" category (which is already populated with several modules, on my servers anyway). It's a minor annoyance, but one easily solved, so why don't we do so?
