Disable parents

Is it possible to disable parent terms for a current content taxonomy?
So you see the parent terms for the children but can't select them.

Example:

Parent 1
[ ] Child 1
[ ] Child 2
Parent 2
[ ] Child 3
Parent 3
[ ] Child 4
[ ] Child 5
[ ] Child 6
