Is the scan frequency for inactive users hardcoded to daily? The cron run seems to go off in the 0600 hour, even if I've changed the settings.

If I set "Notify administrator when a user hasn't logged in for more than: " to disabled (and notify user to disabled), the scan for inactive users doesn't run at all?

Yes, alltough it is fired by cron, it will only run once a day due to some internal magic code.

Changing a notification setting should only affect the notification, not the scan neither the rest of the notifications. If you find unexpected behaviour then please open a bug issue.
