Tagging should be included in the default install. This way we can reliably know that vocabulary id 1 is always available for tags.

Along with this, there should be a view setup at /tags that shows all available tags, preferably in a tag cloud via tagadelic or views_cloud. It would be nice to have content types as an argument there for more flexibility. Arguments would be like the following (would automatically grow as content types were added):

tags/all (default argument)
tags/news (tags for news posts)
tags/event (tags for events)
tags/blog (tags for blog posts)
tags/sermons (tags for sermons)

This is good that you are thinking about future compatibility.

Something I always think about with tagging is whether it is common enough for non-technical people to understand the concept without it being explained to them. Perhaps calling the vocabulary "Keywords" might make better sense.

Also, will this be configured as a Free Tagging vocabulary?

Ya, I'd see this being a free tagging vocabulary. I agree that some Churches may not want it. It should be easy to undo. The tags view itself could be a feature. They'd then just have to unset the tag vocabulary on the necessary content types. The more difficult thing would be adding tagging as an option after the fact as the vocabulary id would not always be the same.
