I can't see whether or not it's loaded

I installed the module, but as far as I can tell, it hasn't loaded. I'm not sure whether I'm just looking in the wrong place, whether I have some incompatible module installed that's breaking it so that it doesn't show at all, or what. But when I try to create new terms (or new vocabulary or new content type), I don't find any options that would allow me to limit a term to a content type. I'm somewhat lost here.
