#622236: product-specific overrides, reverting to default rate, displaying default rate by bdimaggio:
- fixed product-specific rate overrides (see also #541384: Product specific overrides are not honored. )
- "-1" now properly reverts to the default shipping value for a specific product
- each product's editing page now properly displays the product's default rate.
