Touch icons needs extra code to integrate with my new Themesettings UI extras module

I already committed the changes for 6.x-1.x version, going into 6.x-1.0-beta2
Still need to sort it out for touch_icons D7 port.

I'm not going to bother with this as much in the D7 version. FAPI #states takes care of show/hide the file settings, and I'm just going to use radio buttons regardless.

Only need to integrate with themesettings_verticaltabs.module
