Control Access don't work when i create a forum topic... I want that only the admin create related links, but any user can make it... please, help ;)

I've got a patch for this. It's now included over here. I tested the patch on the CVS version so that I could post it here, but it didn't work. My version's newer anyway. ;) If you try that and it still doesn't work, let me know.
