add some localisation support to chatroom

there isn't any at the moment, so we need to add it.

my first thought is to put the terms that need to be loaded into a javascript variable in the browser, which is loaded when the chat UI is loaded.

then change the code to use these values instead of the hardcoded English it uses now.
