After enabling "Feed" by clicking on the checkbox, I "cloned" it. However, that new feed importer isn't appearing in the /admin/build/feeds list. I attached it to a different content type, if it's possible that did anything.

I can verify that I do remember seeing "Clone of Feed Created" or something similar to that.

My apologies. Right after submitting this as a bug submission, I realized that I hadn't cleared my browser cache. That's what did it.
