Make a panels everywhere theme [#743440]

I'd like to raise the idea of panels960gs being usable with Panels Everywhere which replaces the traditional theme.

It's something I'd like to investigate and would appreciate any thoughts you have about this, including the idea of patches back to this project.

This module is minimally-maintained (mostly major functionality defects and security patches) so PE is out-of-scope for now. Sorry.
