For each new client, I create a number of default tickets. Currently each ticket must manually be created. I am exploring options of automatically creating a set of default tickets for each new client.

Does anyone have any suggestions/tips on how to automatically create tickets?

I would suggest you look into drupal_execute, that's how I add tickets programmatically...
